Zelensky States Absence of Clear Security Pledge from Partner Nations
Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will protect his country in the event of a future Russian attack.
"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.
These remarks follow a day after the UK and France inked a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is agreed.
However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.
Outcomes from the Paris Discussions
After the Paris talks, which included some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be sent.
Allies proposed that the US would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
Moscow has thus far remained silent on the announcement made in the city of Paris.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".
He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."
The Ukrainian leader praised that agreement as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if European countries would come to Ukraine's aid.
"However, until we don't have such security guarantees - legally binding, endorsed by legislatures, supported by the United States Congress - this question cannot be answered. And should they materialize, you must ultimately depend first and foremost on your own strength."
Persistent Challenges and Fighting
The Paris talks were also notable owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Recently, Zelensky said a settlement was "ninety percent complete".
Territorial concessions and security guarantees have been at the center of unresolved issues for negotiators.
The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia reciprocated the action.
Moscow currently controls about three-quarters of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
