The United Kingdom and France to Deploy Forces to the Country should a Peace Deal is Reached

The London and Paris have signed a memorandum of understanding concerning the positioning of troops in the nation if a peace deal be struck with Russia, the British leader, Starmer, has announced.

Subsequent to negotiations with allied nations in Paris, he noted that the two nations would "set up military hubs throughout Ukraine and erect fortified structures for military hardware and equipment" to prevent any potential attack.

The allied nations also proposed that the US would play the primary role in monitoring a ceasefire.

The Kremlin has consistently cautioned that any foreign troops in Ukraine would be considered a "legitimate target", but has as yet not commented on this recent declaration.

Context and Ongoing Conflict

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Moscow currently controls roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to be alongside Ukraine for the long-term," stated the British leader.

Heads of state and senior officials from the "Coalition of the Willing" took part in Tuesday's talks.

Speaking at a combined announcement, the Prime Minister added: "It creates the pathway for the operational parameters under which British, French, and partner forces could function on Ukrainian soil, protecting Ukraine's skies and seas, and regenerating Ukraine's military for the years ahead."

The UK prime minister went on to say that the UK would be involved in any Washington-directed verification of a potential cessation of hostilities.

Protection Pledges and Negotiation Stances

Top American diplomat Steve Witkoff remarked that "durable safety pledges and substantial reconstruction vows are critical to a lasting peace" in Ukraine – mentioning a central demand made by Ukraine.

The negotiator noted the coalition had "mostly completed" their work on establishing such guarantees "to ensure the citizens of Ukraine know that when this conflict ends, it ends for good."

The former US envoy, former American President Donald Trump's special envoy, also was involved in the discussions.

At the same time, French President Emmanuel Macron said that Ukraine's partners had made "major headway" at the meeting.

He said that "strong" defense assurances for the Ukrainian government had been reached in the case of a potential truce.

President Volodymyr Zelensky said that a "significant step forward" had been made in the negotiations, but qualified that he would only consider efforts to be "sufficient" if they resulted in the end of the war.

Earlier, the Ukrainian leader said a settlement was "90% ready". Agreeing on the last 10% would "decide the outcome of peace, the future of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the forefront of unresolved issues for diplomats.
  • The Russian President has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, refusing any middle ground over how to end the war.
  • Kyiv has so far excluded giving up any land, but has proposed that Ukraine could pull back its troops to an mutually accepted point – but only if Russia does the same.

Russia currently controls about 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk region. The pair of oblasts form the industrial region of Donbas.

The earlier US-led 28-point framework that was circulated to the media last year was seen by Kyiv and its partners in Europe as being heavily skewed in Moscow's favor.

This led to a period of high-level negotiations – with Ukraine, the US and European leaders trying to adjust the document.

Recently, The Ukrainian government presented the US an new framework – as well as separate documents detailing prospective defense assurances and plans for Ukraine's rebuilding, Zelensky added.
